Well, a lot of people would disagree with me but I think forum owners or moderators should edit the title and add tags to every user submitted post to make them search friendly.

Well this depends on the user base. If you have lots of members it wouldn't make sense to do it because its a repeating thing. I would just make an announcement asking users to make sure they are using the tags , title etc.

I don't think they would do it, users on forums do not care about SEO.
