Hurricane in Florida

I don't see why the USA would do this "cloud seeding" technique when they have to send forces in and spend government money to aid those affected by the weather.
Could you see why other countries might try?

And, with what we've seen with C-19, can you really discount our own country doing it? The government spends money for aid, but it's not their money, it's our money, and they have no problem spending our money.

I would have to get really conspiratorial on why another country (say Russia, that is in the area of Florida and Cuba) might want to do it, or even our own country, this close to November 6 (election day) might want to do it to a swing state.

They've done it in Dubai a couple of months ago, causing a major flood over there. Since they're aren't equipped with drainage like other countries, they could never get the water away, causing millions of damage. I don't think it could produce hurricanes though. You need to be close to the ocean for hurricanes.
 
My home was in the path or Milton. We went north to our other home. When we came back our home was ok. Neighbor lost his roof.

During Helene we flooded. Had 6 inches of water in the garage and workshop. House was ok. It's raised 6 feet.

Milton scared me. This is the first time since I moved down here 10 years that I left. Even up north there were 60MPH+ winds.

My online friend explained why the government may want to cause such an impact, which had similar facts to what you posted. If any country were involved in the impact of the hurricanes, it would be a sad world we live in. But, I don't get how meteorologists are involved. What power do they have?

My online friend says they can make hurricanes worse and alter directions, so she thinks.
