Leadership How do you empower your staff to be more involved?

For discussions around effective leadership styles and practices.
I may have said this before on AJ but, back in the day when I had resource boards, I had it setup where you needed 10 or 20 posts in order to see the actual resources which always generated activity in that way.
Did that not just encourage spam?
That was my thought, that it may encourage spam. Since the purpose of my board is to provide resources to fellow administrators, I don't think a post requirement to view the forums is a good idea. Being a registered member seems to be enough for me.

I originally tried requiring X amount of posts to post an advertisement on jCodes, but users kept posting one without meeting the threshold, so I'm a sucker and just deleted that guideline.

I don't necessarily like requiring X posts to do things on the board since it may encourage spam, it can lower the quality of content posted on the board, and it's not necessary in the first place since my goal is not to have a lot of activity for the board but to provide resources and services to those in need.

If there are no perks, you cannot make your staff involved. You cannot make empty promises like you will be paid once the community starts earning. Well, this is fake because it is quite impossible to generate revenue on your community, and if you do, it will take a very long time. Therefore, the first step of empowering your staff to become more involved is they need to receive something of value in exchange of the time they spend on your community.

It's a requirement if they want to be a staff member to have an active presence in my community. It's standard for all my staff members.
