These are all great points and anyone who wants to own a community should have these skills. Or at the very least, have someone there to help them with the technical side of things if they don't have that skill. I think many forums fail because people don't give them enough time and effort, they give up too easily whenever they don't have new members or new posts. You need to put the work into making a community too and you can't rely on others posting if you're not.
